Ms. Rosalia Salinas, Secretary

As a retired Senior Director in the Learning Resources and Educational Technology Division at the San Diego County Office of Education, Ms. Rosalia Salinas is a statewide advocate for English Learners.

Ms. Salinas served as president of Californians Together, a statewide coalition of parents, teachers, education advocates and civil rights groups committed to securing equal access for all children.

She also served as President of the California Association for Bilingual Education (CABE), overseeing the group’s annual conference in San Diego that drew 13,000 participants. Ms. Salinas advocated for the strengthening of parent’s voices in the decision making processes within education. Parents recognized her efforts by renaming the CABE Conference Parent Hospitality room to “The Rosalia Salinas Parent Hospitality Room.”

Ms. Salinas served as a founding member of the San Diego Latino Education Summit, member of the UCSD Board of Overseers, June Burnett Institute, and the San Diego Board of Library Commissioners.

Ms. Salinas is the recipient of the William C. Velasquez Community Service Award by the Chicano Federation and the Cesar Chavez Social Justice Award by the Barrio Station. She has also been honored by MANA.
